Tender description:

PRIMERA GOLF AND RESIDENCE LLC intends to add a new facility to Tbilisi Hills Golf & Residences, namely a mixed-use area, which includes 3 residential buildings and a large multi-functional recreational area. For this reason, the company is announcing a contest to facilitate selection of a suitable partner for this project.

The two best Concept designs will be selected from the submitted packages of the open contest, the authors of which will be awarded with prizes:

  • Prize for the first-place winner 10,000 USD
  • Prize for the second-place winner 5,000 USD
  • Prize for honorable mention 1,000 USD (3 mentions)

Contest assignment:

  • Tbilisi Hills Golf & Residences is a unique project which combines golf courses and a residential real estate complex, which has no analogs in the residential real estate market in the Caucasus region. The project covers 331hectares of land able to host 10,000 residents. The portfolio includes exclusive land plots, private houses, and premium class apartments with spectacular views, as well as a an 18-hole EuropeanTop100 golf course.
  • Concept design should be developed for the Residential center of Tbilisi Hills Golf &Residences, an area of 3ha (cadastral codes 81.03.16.080, 81.03.16.081, 81.03.16.012).
  • The aim of the contest is to identify an architectural company for cooperation on the new project. The scope of services to be provided by winning company during further cooperation shall include the creation of a detailed development plan, the elaboration of a detailed architectural and landscaping project, the coordination of the activities of landscaping / urban designers, MEP, structural and other contracting specialists, as well as author’s supervision over the construction process. In case of further cooperation, the prize fund to be awarded to the winning company for winning the competition will be deducted from the total value of the contract.
  • In the event that the winning individual or company does not have experience in detailed designing of a project of this scale and complexity, or the cost of further services offered by the winning company exceeds the bids of other bidders and no agreement can be achieved on the cost of the services, we reserve the right to limit cooperation to the award stage. The acceptance the award by transferring copyright of the submitted materials.
  • This contest is open to any company or groups of individuals with 10 years of relevant experience.

The winner of the competition will be revealed based on the following criteria:

  • concept (50% of the evaluation)
  • Experience (20% of the evaluation)
  • Work plan and financial proposal (30% of the evaluation).

Companies wishing to participate in the competition are provided with following documentation prepared by the customer:

  • Project brief
  • General topographical map
  • Photographs
  • Existing project master plan
  • Design guidelines of TH

The final date for submission of documents is 05th of July, 2022 at 18:00. Documents will be received in electronic format by sending to the following e-mail address: lela.vakhtangishvili@tbilisihills.com The subject of the mail should state TBILISI HILLS RESIDENTIAL CENTER CONTEST.

Companies wishing to participate in the contest shall send an Expression of Interest email to lela.vakhtangishvili@tbilisihills.com by 07.06.2022. The subject of the mail should state EXPRESSION OF INTEREST TBILISI HILLS RESIDENTIAL CENTER CONTEST. Registered companies will receive the full package of contest documents.

The participants of the contest are not allowed to publish the sketches and documents submitted by them until the end of the competition and the announcement of the winners.

The results of the competition are final and will not be reconsidered.

The customer reserves the right to use the Concept designs of the I and II prize winners at its discretion. In case of need to correct provided Concept design, the Client undertakes to cooperate with the author and agree with him on these changes. In case of refusal to cooperate or failure to reach an agreement, the Client has the right to correct the Concept design unilaterally, as well as to use it in full or in part as needed.

The materials submitted by the Client to the participants are confidential and their access to third parties is prohibited.

Defining the winner:

  • The winner will be defined by a commission consisting of company's management and independent invited field experts, based on the submitted Concept design packages.
  • In order to ensure maximum objectivity of the decisions, the identity of commission (jury) members is confidential.

The winner will be determined according to following criteria:

  • Originality of visual design
  • Project feasibility
  • Project efficiency
  • Compliance with TH design standards
  • Compliance with the provided brief

Documentation to be submitted to the competition

  • A brief presentation on the company's experience.
  • A brief information about planned subcontractors in the event of a long-term contract.
  • A list of architects and designers who will work on the detailed design of the project in the event of a long-term contract.

    - Price should be given taking into account that the prize fund amount will be deducted from the total contract value.

  • Timeline of works to be performed. Specify duration of the stages

Existing restrictions and considerations regarding the development of the area:

  • The project building should not exceed 4 floors above +0.00 and should fit with the architectural style approved for the projects in Tbilisi Hills.
  • The project should be in line with the brief provided by the client.
  • Open spaces should be adapted for people with disabilities.

General notes:

  • The costs of preparing the proposal and of negotiating the future agreement, including any visit to the Client’s/ project’s site are not reimbursable
  • The Client is not bound to accept any of the proposals submitted
  • Language of the proposal and deliverables shall be English
  • Validity of the proposal shall be 3 months
  • Day is a calendar day

Scope of detailed design services for the winning contractor:

  • The winning company will be awarded with the contract architectural, structural, urban, landscape and MEP design of the project. Provided scope of services envisages all of the abovementioned disciplines.

PHASE I – DETAILED MASTER PLAN (Zoning change)

Based on the agreed design concept, contractor should develop detailed master plan for the zoning change.

PHASE II – SCHEMATIC DESIGN

Based upon the Concept design, the Consultant shall proceed with Schematic Design. During this phase The Consultant shall:

  • Attend a Kick-Off Meeting meet with the Client to review his requirements and Concept Design;
  • Present other members of the Design Team, including structural, landscaping and MEP designers
  • Coordinate the project with structural and mechanical engineers, as well as landscape and urban designers
  • Review the Schematic Design drawings with the Client and the Client's Quantity Surveyor for the purposes of establishing construction methods, project budget, and verifying construction schedule.
  • Provide information to other consultants for the preparation of the cost estimate.

During the schematic design phase architectural schematic design and landscape schematic architecture & design will be developed in parallel. Contractor should:

Architectural schematic design:

  • Develop a site plan illustrating all buildings, different elements of the recreational zone and areas to be landscaped.
  • Prepare color renderings to illustrate the general massing and articulation of the building's exterior façade design.
  • Prepare color renderings to illustrate all recreational elements in the residential area
  • Prepare typical floor plans levels at an appropriate scale.
  • Prepare enlarged core plans, typical exterior elevations, typical diagrammatic building cross sections and typical wall section diagrams to define design intent.
  • Prepare material sample boards of proposed building exterior façade to indicate the finishes and colors.

PHASE III – DESIGN DEVELOPMENT

Based on the Clients’ review, comments, and written approval of the Schematic Design documents and their authorization to proceed with Design Development for the Project, the Consultant shall:

  • Amend, update and develop the drawings and documents to accommodate the Client comments received on the approved Schematic Design documents.
  • Coordinate the continued input of the Structural and MEP Engineers, as well as landscape and urban designers and  into the Design Development drawings.
  • Work in close collaboration to conform the applicable local code requirements and to the completion of the Design Development Package in order to proceed with Construction Documents and any required submissions with governmental agencies for approvals.
  • Review the Design Development drawings with the Client and Quantity Surveyor for the purposes of finalizing construction techniques, Project Budget.
  • Further develop all approved systems and methodology already confirmed with the Client in all aspects of the project. Coordinate with all other disciplines as required.

PHASE IV – TENDER AND CONSTRUCTION DOCUMENTATION

During this phase The Consultant shall provide:

  • General coordination effort with Clients team
  • Any clarifications during the tender process
  • Any clarifications during the construction process
  • Any response to RFI received from contractors\participation in any drawing review requested by Client

PHASE V – AUTHORS SUPERVISION
During this phase The Consultant shall provide:

  • Scheduled site visits
  • Overseeing the compliance of the implementation with the project
  • Necessary additions to the project in connection with the revealed circumstances
  • Consultations on any general issues of the design project
