Tender Description:

Introduction

Primera Golf and Residence LLC (Client) is working on an upcoming project in Krtsanisi District, Georgia. Tbilisi Hills and Residences is in the municipality of Gardabani, 20 km from the capital of Georgia, Tbilisi.

The company owns three land plots (81.03.16.081, 81.03.16.080, 81.03.16.012) 3,488 sq. meters, 13,595 sq. meters, and 13.978 sq. meters respectively (“Project Area”) which are part of the larger master plan (“Study Area”). These pieces of land are intended for mixed-use development, consisting of three residential buildings, one commercial building, and a recreational area/park.

The site has existing underground and above-ground communication networks, such as sewage, drainage, electricity, gas, plumbing, etc., but the exact location of these networks is unknown. The purpose of this survey is to accurately map and determine the exact location of these networks, pipes, cables, etc. to aid the Client in proper future planning and development of the site.

Objectives

The objectives of this survey are as follows:

  • To accurately map and determine the exact location of all existing underground and above-ground communication networks including sewage, drainage, electricity, gas, plumbing, etc. on the Project Area and its surroundings on the Study Area (incl. Roads, forest, fields, etc.);
  • To identify the type, size, and condition of each network and provide a detailed report outlining the location, condition, and capacity of these networks, pipes, cables, etc.
  • To provide a detailed report of the survey findings, including recommendations for any necessary repairs, replacements, or upgrades to the existing communication networks
  • To identify any conflicts or potential conflicts with the proposed development plans and provide recommendations for how to address them.
  • To conduct the survey safely, efficiently and minimize any disruption to the surrounding environment, including any nearby residential or commercial properties

Scope of Work

The scope of work for this survey shall include, but not be limited to, the following:

  • Conducting a thorough site inspection to identify existing communication networks, pipes, cables, etc. and to determine the most suitable surveying methods to be employed
  • Using a combination of non-destructive and destructive excavation methods to locate and expose the existing communication networks, including the use of Ground Penetrating Radar (GPR) and Electromagnetic (EM) detection techniques, where appropriate
  • Conducting a detailed assessment of the type, size, capacity and condition of each network, including taking measurements and photographs as necessary
  • Ensure that they are functioning properly and meet relevant safety and regulatory standards
  • Providing a detailed report outlining the location, condition, and capacity of the communication networks, pipes, cables, etc
  • Preparing a detailed report of the survey findings, including recommendations for any necessary repairs, replacements, or upgrades to the existing communication networks
  • Identify any conflicts or potential conflicts with the proposed development plans and provide recommendations for how to address them
  • Ensuring that all excavation works are carried out safely, and in compliance with all relevant health and safety regulations and best practices
  • Minimizing any disturbance or inconvenience to the surrounding environment, including any nearby residential or commercial properties
  • Providing any necessary permits, licenses, or approvals required for the survey
  • Providing all necessary equipment, tools, and personnel required for the survey

Deliverables

The following deliverables shall be provided upon completion of the survey:

  • A detailed report outlining the location, condition, and capacity of the existing communication networks, pipes, cables, etc., including any conflicts or potential conflicts with the proposed development plans and recommendations for how to address them.
  • A detailed report of the survey findings, including recommendations for any necessary repairs, replacements, or upgrades to the existing communication networks
  • Maps and diagrams showing the exact location of all underground and above-ground communication networks, pipes, cables, manholes etc.
  • A detailed report for external connection points to the Study Area for any new networks (all types) if the future loads are surpassing the capacity of existing ones.
  • Any necessary permits, licenses, or approvals required for the survey.
  • Any relevant data, drawings, or other documentation collected during the survey.

Timeline

  • The survey work is expected to commence on 4 of April and must be completed in 2 weeks. The contractor shall provide a detailed work plan and timeline for completing the survey, which shall be subject to approval by the Client.

Budget

  • The contractor shall provide a detailed breakdown of all costs associated with the survey, including labor, materials, and any other relevant expenses.

Qualifications

The contractor must have the following qualifications:

  • A proven track record of conducting similar surveys for clients in the construction industry
  • A team of experienced and qualified surveyors, including licensed engineers
  • Access to the latest surveying equipment and technology
  • An excellent safety record, with a commitment to maintaining a safe working environment at all times
  • A commitment to minimizing any disturbance or inconvenience to the surrounding environment, including any nearby residential or commercial properties

Submission

All interested contractors are required to submit their proposals by 17th of April to Tbilisi Hills. The proposal should include:

  • A detailed work plan and timeline for completing the survey
  • A detailed breakdown of all costs associated with the survey, including labor, materials, and any other relevant expenses
  • Evidence of the contractor

Tender documents shall be submitted in hard copy (1 copy).

Bidding documents shall be submitted in a sealed envelope and approved with a signature.
