Tender Description:

Tbilisi Hills Golf & Residences is the largest development project, which has no analogs on the Georgian market as it combines premium class residential properties and professional golf course. The territory is located in Village Teleti, Gardabani Municipality, close to Krtsanisi district, the south-east part of Tbilisi, and covers 331 ha. Tbilisi Hills going to build up to 380 private houses, 73 semi-detached houses, 20 units of 5-floor residential buildings with up to 800 apartments, and infrastructure object, In addition, the company is developing infrastructure facility, such as roads (24km), parking area, power grid and water/sewage/irrigation supply networks. The total upcoming construction volume is above 300 mln USD. Development is going sector by sector and as of now company has already developed 10% from residential area. 

Project Overview

The project area site is located to the north from golf courses #14, #13 and #12. The site follows the natural slope of the hill. The D Sector is a primarily residential area designated for private land plots with one private house on them.

Project Goals

The scope aims to develop detailed utilities, roads and parking design in accordance with attached masterplan. While the current masterplan provides a general framework for land distribution, the existing layout of roads and infrastructure does not adequately respond to the natural topography, resulting in inefficient access and potential challenges for future development.

This project focuses on preparing a road construction and engineering infrastructure plan that reorganizes the internal circulation network of the D Sector. The goal is to enhance accessibility, optimize infrastructure placement, and ensure long-term feasibility of construction, all while preserving the existing masterplan and land plot layout as much as possible.

Key principles guiding the planning process include:

  • Respect for Existing Masterplan: The current land plot distribution will be retained unless road and infrastructure requirements necessitate localized adjustments, particularly in areas with poor accessibility.
  • Topography-Driven Road Design: Road alignments will be developed in harmony with the natural terrain to minimize earthworks, reduce construction complexity, and improve overall efficiency.
  • Infrastructure Optimization: Locations for transformer station buildings and other utility elements will be integrated into the plan to ensure effective service coverage and minimal disruption to the urban fabric.
  • Scenario-Based Planning: Multiple road layout concepts (2–3 options) will be proposed, allowing for comparative evaluation and selection of the most suitable solution. Land plot adjustments will be considered only in areas where access cannot be resolved within the current layout. 

This infrastructure project will serve as a strategic upgrade to the D Sector, enabling sustainable development while maintaining the integrity of the original urban vision.

The design should be based on the established Tbilis Hills street design and harmonised EN or GOST standards system.

Together with this cover letter the Client provides the technical task and scope description.

Critical Remarks to Consider Before and During Planning

Designer should respect the agreed stages of design and shall proceed with next stage only after Clients confirmation of the predecessor stage.

Possible connection points of the utilities can be found in D sector I stage as builds, provided by the client.

Scope of Works

Road Concept Design Stage:

1. 2-3 road variants shall be provided to the client, together with earthworks amount calculation and possible land plot division (client may assist with land plot division).
2. Best possible solution shall be chosen together with Client

Concept Design Stage:

3. General sketch of the utilities (tap and irrigation water, rainwater, sewage, gas, electricity, internet) and roads with street lighting together with parking lot. 
4. Sketch should be provided to the Client for the confirmation. Next stage design can be developed only after Client’s confirmation.

Schematic Design Stage:

1. Written description of the project, based on the selected and approved concept designs
2. Revised designs based on feedback and comments from the client on the concept design.

3. Schematic plans of the:  

  • vertical solution
  • portant cross-sections
  • pavement solution,
  • widths of road elements and parameters of plan elements;
  • types and location of curbs;
  • feasible design of entrances to the land plots;
  • locations of ditches and culverts, extent of reinforcement and diameter of culverts;
  • locations of grate wells and gutters;
  • locations of street lighting poles;
  • locations of technological passages and accesses;
  • The technical parameters of the supporting structures of traffic management and safety devices are provided.
  • The layout of road markings, technical parameters of reflectors, signposts and other traffic management
  • devices provided for in the design are provided.
  • The technical parameters of traffic calming solutions, barriers, roadblocks, etc. are provided.
  • specified consolidated information defining the mutual
  • location of utility networks and facilities (for example, as a consolidated plan of utility networks).

    - names of intersecting roads;
    - trench cross-section;
    - solutions for pipeline supports, solutions for
    - reducing the effect of axial force.
  • In the explanation note explanation of the solutions with supporting calculations shall be provided.
  • Links to the standards and norms shall be provided
  • Full set of city hall submission documents for construction permits
  • Updated more detailed cost estimation with materials volume and cost.
  • Schematic design shall be provided to the client through Bauhub web service for review.

Detailed Design Stage:

1. Written description of the project detailed works, and installation/construction guidelines;

2. Detailed design documents include:
- Specifications are provided, naming the brands and models of the selected construction products, together with the criteria for assessing equivalence (suitability for the design solution).
- Precise definitions of the spatial and mutual location of everything included in the design solution, through dimensions, elevation marks, coordinates, etc., necessary for construction work.
- fragments and sections of situations requiring greater constructional precision
- descriptions of all details and assemblies designed by the solution
- specified consolidated information defining the mutual location of utility networks and facilities (for example, as a consolidated plan of utility network
3. Finalized designs, including comprehensive construction drawings and documentation separately regarding every project part and with overview general plans:

4. Finalized BOQ for cost estimation with designed elements and correct amounts.

Client Feedback and Incorporation:

  • The client will provide feedback and comments on each submission stage within one week of receiving the deliverables.
  • The infrastructure design teams should incorporate the client's feedback and comments into the subsequent design stage.
  • Regular weekly communication and coordination meetings should be held to address any queries and ensure alignment with the client's vision.

Delivery Format:

Documents should be delivered in PDF and Open Format (DWG, BIM, and Excel).

Contract Length:

  • The overall contract length for the design of the detailed utilities and road projects will be 4 months.
  • The delivery stages should be subdivided as necessary to ensure efficient progress while maintaining design quality.
  • By following this scope of work, architectural companies can submit their proposals, and the selected firm will proceed with developing infrastructure design, incorporating client feedback at each stage.

The tender proposal shall contain the following information:

  • Company name, identification code, legal and actual address, official e-mail;
  • Name of at least 2 (two) contact persons, indicating their contact telephone number, e-mail address, and position within the company;
  • A certificate from the LEPL Revenue Service that bidder has fulfilled all obligations and has no debt to the state budget;
  • Payment terms, incl advance % if any
  • Price proposal for all requested stages/disciplines. (Price breakdown)
  • A list of earlier performed projects with the brief description of provided services, indication of total price;
  • Copies or originals of Recommendation letters from two different clients issued over the past three years.
  • Information/CV/Portfolio of key personnel who will be involved in design process.

All provided documentation should be in English

Proposal:

  • Tender documents shall be submitted no later than 18 of November, 2025, at 18.00 (Georgian time)
  • Tender documents shall be submitted in hard copy (1 copy) and electronically (hard disc). 
  • Tender documents shall be delivered in a sealed envelope and approved with a signature at Tbilisi Hills head office. 
  • A hard copy of the bidding documents shall be certified with the signature of the director of the company and the seal of the company (if any).
  • The proposal shall be valid and binding for Contractor for 180 calendar days from the date of submission.
