Tender Description:
On behalf of the Federal Government of Germany, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is active in the development of German-Georgian cooperation.
We intend to award a contract to a locally registered company for the following services: ''Development of Electronic Course for Public Servants on Personal Data Protection in Georgia “
Please see the attached Terms of Reference (Annex 1) for detailed information.

3. Concerning the required personnel (chapter 5), there are three key experts indicated in the ToR and there are identical requirements vis-à-vis each of the three key experts. Does it imply that there is a mandatory requirement of three equally skilled experts who shall jointly develop the course? Also, we were wondering if these three experts are the only personnel allowed under this ToR?
According to the project's ideas, the present personnel concept was designed with (maximum and not mandatory) 3 key experts. If the bidder can justify in its bid that it needs other personnel to adequately fulfil the contract, it can state so. Nevertheless, he should orient himself as far as possible to the number of expert days (60)
2. Regarding Chapter 3 - In part “b” concerning the structure, it is written that the course shall contain a “self-assessment part: questions with multiple choices to pass the module, with ability to make mistakes two times” – if we correctly understood, it is a mandatory requirement to have a test, allowing 2 mistakes throughout each module (during each section of the module or at the end, to be proposed in the methodology); the question is, what happens if a person makes more than 2 mistakes – shall re-taking the module be mandatory and the course shall not allow a person to proceed with other modules until he/she passes the preceding module? We were wondering, if it is up to the contractor to provide detailed guidelines on the assessment tools, process and rules? - In part “c” it is written that “after each information cycle, the user should answer questions which will be based on the materials, and after 5 incorrect answers the course should be terminated and should direct the user to retake the course anew” – what does this information cycle imply? To our understanding from ToR, each module shall envisage self-assessment tests and only 2 mistakes are allowed for self-assessment component per module. Also, the winning organisation shall propose a threshold (based on module self-assessment and/or additional exam at the end of the course) for fail/pass of the course, based on which certificates are issued. In such case it is rather confusing for us what these 5 incorrect answers relate to. We would highly appreciate if you could clarify, if this implies the number of allowed mistakes in the end of the course exam. If our understanding is incorrect, we would highly appreciate further clarification on this matter. - In part “c” it is written “the course at the outset should envision the possibility to offer a different course for managers” – what does this imply – shall the contractor develop a separate course for managers, aside of the required course?
It is important for us that the course has the self-assesment function. How it should look like or be equipped in (technical and content-related) details is left to the bidders to think about and submit what they consider to be the best offer

The ToR provides that “The Civil Service Bureau of Georgia will provide its e-learning platform to place the e-course on personal data protection and further maintain it” – specifically which platform does it imply, as the tenderer will have to propose the learning management tool on which the course will be built and also, does the tenderer have to host the module on its website/server? Or is there any set requirement, for example, to use Moodle for the e-learning module management and it shall be exclusively hosted on platform used/proposed by CSB?
This is the e-learning platform at CSB of Georgia, which is to display the electronic training offer for the entire Civil Service in Georgia. We would like to leave the technical equipment or the format and the corresponding technical design to the bidders. Here we would be interested in both possible options: a. the web-based option of the course, which should describe the associated possibly increased effort with regard to further maintenance and show the corresponding costs in the price offer and b. the Moodle-based option of the course with the corresponding description and explanations for further embedding in the platform. We will be happy to explore both options in more detail when evaluating the bids.
