Tender Description:

On behalf of the Federal Government of Germany, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is active in the development of German-Georgian cooperation.

We intend to award a contract to a locally registered company for the following services: „Development & upkeep of Social media and web presence & Storytelling for Authentic Imereti and Authentic Kakheti Tourism Clusters and their member SMEs ”

Please see the attached Terms of Reference (Annex 1) for detailed information.

Should you be interested in implementing the tasks according to the Terms of Reference (Annex 1), we request you to submit abid via e- mail to arrive at the GIZ no later than 01.09.2023 23:59

The offer shall be submitted in English.

Offers submitted after the submission deadline will not be considered. Bids must be submitted in GEL, bids in other currencies will not be accepted.

Please consider that, since May 2013 according to the Art. 172, para. 5 of the Tax Code of Georgia GIZ enjoys tax exemption.(VAT, excise duty, import tax). Thus, the offered price should not include the given taxes, and this should be indicated in the offer.

You are requested to comply with the following requirements when submitting offers electronically:

  • Bids must be submitted in PDF-format.
  • The financial and technical offer must be saved in separate PDF The files should be named as follows:1. Technical offer; 2. Financial offer

The evaluation of the offers is scheduled to be completed by 15.09.2023. We will then contact only the selected candidate as soon as possible.

General scheme of bid evaluation:

  • The offers received will be evaluated according to both prices and content. After the technical evaluation (cf. Assessment Grid, Annex 2), the price offers of the bidders who have presented acceptable technical offers will be opened and evaluated.
  • The expenses that are made in accordance with the Terms of Reference must be clearly and detailed shown in the price offer.
  • In the final overall assessment, the technical offer has a weighting of 70%, the price offer of 30%.
  • After that, the bidders are given a ranking number based on the evaluation results. Contract negotiations will be initiated with the candidate with the best scores. If the negotiations are unsuccessful, negotiations will be conducted with the candidate in 2nd place.

Assessment Grid for the Technical Evaluation of Bids:

  • The technical offers should respond to the information given in Annex 1 (Terms of Reference). The technicaloffer may not include any price information.
  • Criteria for the evaluation of technical offer are divided according to the predetermined weight coefficient. (See Annex 2).
  • General Conditions of Contract Please familiarize yourself with General Terms and Conditions of Contract (Annex 3). In the event of an award of contract, they will become an integral part of the contract.

Hello. There were some questions that we would like to address before sending you an official proposal: • The indicated number of SME’s are up to 60 which leaves some uncertainty. Does it mean, that we will have to do all the following task for up to 60 social media pages? • It is given, that the boosting budget is 5000 Gel. Is it for only one page, or does the whole project have a budget of 5000 Gel. • In your application there are only 3 Experts: Social media manager, content creator and Photographer. If understood correctly there will be more work than just 3 professionals, like a digital marketer, Account manager and Graphic designer – to create better content and have better communication as well as better digital marketing campaigns. Can we increase the number of experts or should we limit it to 3 and if each expert needs some help the team should provide it? • Are the number of expert days your estimated number? Or is it fixed? • Where should the actual work take place? Online or should experts see SME representatives in person? • Travel expenses are unclear. Should we fill it? Since we do not have clear information about travel destinations, frequencies and dates. • The same question applies to other expenses. Most of the work might take place in your offices, but as written in the ToR, you need to contact cluster members in person (by phone, Teams etc.). We do not have detailed information about workshops Thanks for your time. It’s planned to have a few workshops in Imereti and Kacheti (1-2 in each region). Accommodation and transportation as well as the costs for the venues will be covered by the project (see 5.1 of the ToR).

As there are workshops planned in the region, it is necessary for team members to travel to the regions. 3.
