Tender Description:

1. Terms of Tender:

This bidding project,Phase 1 of Section 2 of the Georgia North-South Corridor Highway Project undertaken by the Georgia Branch of China Railway 23rd Bureau Group, meets the requirements for subcontract bidding with secured construction funds. Public bidding is now conducted for this project. The qualification review will be conducted through post-qualification review.

2. Project Overview and Tender Scope:

2.1. Name of the bidding project:Phase 1 Road Surface Project of Project 2 of the Georgia North-South Corridor Highway. 2.2. Construction funding status:The construction funds have been secured 2.3. The scope of the tender includes, but is not limited to:completion of all works required for Phase I of Project 2 of the Georgia North-South Corridor Highway—specifically the pavement engineering works (asphalt concrete paving and geodetic surveying)—including but not limited to asphalt concrete procurement, transportation, paving, and compaction; construction surveying and layout; subgrade inspection and acceptance; laboratory testing; on-site civilized construction practices; and safety and environmental protection measures. 2.4. Project Quality:Construction shall be carried out strictly in accordance with the construction drawings and specifications, complying with all applicable Georgian national (or industry) standards and the quality requirements set by the project owner, supervisory authority, and design firm. The successful bidder must ensure project quality; failure to do so will require the bidder to undertake free repairs and compensate the tenderer for all resulting losses. 2.5. Schedule Requirements:The project must meet or exceed the milestone schedule set by the client or tenderer, provisionally set at 81 calendar days. The planned commencement date is June 1, 2026, and the planned completion date is August 20,2026 (the actual commencement date 1shall be determined by instructions issued by the project department). Under no circumstances shall the schedule be extended. 2.6. Construction location:Alaghiti Village, Dushedi City, Georgia (project site).

3. Qualification Requirements for Bidders:

3.1 Bidders must be registered within Georgia and possess independent legal person status with a valid business license; they must meet the subcontractor admission requirements specified by the tenderer and demonstrate the capability to undertake the project construction in terms of personnel, equipment, and financial resources. 3.2 Bidders must possess a Grade I professional contracting qualification for highway pavement engineering and a valid work safety license, or equivalent qualification certification issued by Georgia. 3.3 The bidder must have at least two similar projects involving asphalt pavement paving for highways, either domestically or internationally, in recent years, and provide relevant supporting documents. 3.4 The bidder must possess an asphalt mixing plant (with a daily production capacity exceeding 1,200 tons) or a reliable and stable asphalt supply source (capable of meeting a daily demand of over 1,200 tons), along with complete pavement construction equipment such as pavers and rollers, demonstrating the requisite construction capabilities. 3.5 The financial condition is sound, with no risk of bad debts. 3.6 Credit Requirements: No history of serious legal violations, major tax offenses, wage arrears to workers, or being listed as a dishonest judgment debtor. 3.7 This project does not accept bids from consortia, and subcontracting or assignment of contracts is prohibited.

4. Obtaining the Tender Documents:

4.1 All interested parties and potential bidders are requested to log in to the Georgia Electronic Procurement System (tenders.ge) from the date of this announcement until the bid submission deadline to check the projects they intend to bid for, complete online registration, download the electronic tender documents, and obtain the electronic tender documents and other relevant materials. 4.2 Tender document release date: April 30,2026,8:00 AM 4.3 Last deadline for downloading the tender documents: 8:00 AM on May 5, 2026

5. Submission of Tender Documents:

5.1 The deadline for submitting tender documents (hereinafter referred to as the "tender closing 2time" is 15:00 on May 20,2026. 5.2 Method of submission: Send the electronic version of the bidding documents to the specified email address:crcc23.kkrp@gmail.com 5.3 The email subject should state: [Bidding] Phase 1 Road Surface Works for Project 2 of the Georgia North-South Corridor + Bidder Name 5.4 Bid opening location: Conference Room of Project Department, Section 2 of the North South Corridor Highway, China Railway 23rd Bureau Group Georgia Branch. 5.5 The tenderer shall not accept bid documents that are submitted late, not sent to the designated email address, or contain incomplete materials.

6. Reconnaissance Trip:

The tenderer does not organize on-site inspections of the project; instead, the bidders shall conduct such inspections independently.
